This site is an update to the original white paper, written by David Barber, Tammy McLane, and Brian Abeling as graduate students in the Curriculum, Technology, and Education Reform (CTER) Masters of Education program at the University of Illinois Urbana-Champaign in the spring of 1999.  Both the original paper and this addendum are projects that were completed in an educational policies studies class (EPS 304) taught by Nick Burbules.
