This white paper was created by David Barber, Tammy McLane, and Brian Abeling who are graduate students in the Curriculum, Technology, and Education Reform (CTER) Masters of Education program at the University of Illinois Urbana-Champaign.  This project was completed as a part of the Ethic and Policy Issues in Informational Technologies class during the 1999 spring semester
